Motor Vehicle Department, Kerala Government is issued driving license in the state of Kerala. There are 17 Regional and 47 Sub Regional Transport offices in Kerala which works under this department.
A person is not allowed to drive any motor vehicle whithout holding a valid driving license in any public place. A person must have proper endorsement in the license to drive particular class of vehicle he/she plan to drive.
Who is eligible for driving license in Kerala:
1. If a person is between the age of 16 to 18 years can apply for driving license to drive a motor cycle below 50 cc with a written approval of their parents.
2. If a person is 18 years and more can apply for a driving license to drive a non transport vehicle.
3. If a person is 20 years or more and having one year experience in non transport vehicle can apply for transport vehicle DL and a person must passed 8th standard.
There are two types of license in India.
I. Learners License
II. Permanent Driving License
If any applicant want driving license, he/she can apply for Learners license first. An application in Form no. 2 shall me made for learners license. After submission of the application with all the required documents, an applicant will be required to go through a computer test which is base on Traffic signs, signal, Rules and Regulations etc.
You can take the facility of practicing the computer test through the website www.keralamvd.gov.in.
Validity of Learners License:
The validity of learners license is six (6) months all over India. This LL is issued to the candidates only after passing the computer test. If the applicant fail in the test, he/she can reappear for re-test on any of the working day after paying the fee of Rs. 30/-.
PERMANENT DRIVING LICENSE:
One can only apply for the permanent driving license, if he/she holding a learners license. Applicant can apply for driving license only after 30 days of issue of learners license. An application in form no. 4 shall be made for driving license which can be produce with learners license and other documents. After verification of all documents, a driving test will be conducted in two parts. In 1st part ground test will be held in which the applicants efficiency in controlling the vehicle will be tested and in 2nd part, road test will be held in which the applicants skill in driving will be tested.
After passing both the parts, the acknowledgment coupon will be issued on the spot and the driving license will be send to the applicant within a week time.
Documents required for applying Driving License in Kerala:
Residence Proof – Applicant can submit Voter ID card, Ration Card, Life Insurance policy, Electricity bill, passport as a proof.
Age Proof – Applicant can submit school leaving certificate, birth certificate as a proof of age.
Form 1- Self declaration as to the physical fitness for Non-Transport Vehicles
Form 1 A- Medical Certificate from medical practitioner
Fees for Driving License:
Fee for each class of learner’s license Rs. 30
Fee for each class of driving test Rs 50
Fee for Driving License Rs 200
Service Charge Rs 50
Fee for authorisation for Transport Vehicle Rs 100
The fees can be paid at the concerned Regional/Sub Regional Transport office in cash.
Where to Apply :
Applicant can download the application form from the official website of Motor Vehicle vehicle department, Kerala www.keralamvd.gov.in and can submit it with all the required documents along with appropriate fee to the Assistant Licensing Authority of which jurisdiction you resides.
RENEWAL OF DRIVING LICENSE:-
Renewal of driving license can be made after the expirty of driving license. The applicant can apply for renewal of driving license one month before from the date of expiry of the license. If the applicant can apply for renewal of DL after 5 years from the date of expiry, he/she should go through with all the formalities to obtain a fresh license.
If the application for renewal is made previous to, or not more than 30 days after the date of expiry of the license, the renewal will be made with effect from the date of its expiry. If the application is made more than 30 days after the date of expiry of the license, the renewal will be made with effect from the date of receipt of proper application. In these cases, the applicant have to pay a fee of Rs. 250/- + Rs.50/-.
Document required for Renewal of Driving License:
I. Valid Driving License.
II. Application Form No.9 for Renewal of DL
III. Form No.1 -Self declaration as to the physical fitness for Non-Transport Vehicles
IV. Form No. 1A : Medical Certificate from medical practitioner
V. Eye certificate
VI. Recent pass port size photographs – 2 Nos.
VII. Receipt for payment of fees of Rs. 250/- + Rs.50/- service charge.
INTERNATIONAL DRIVING LICENSE:-
A person who is resident of India and hold a valid driving license are eligible to apply for International Driving License. In this case, an application shall be made in Form IDP or in writing to the RTO within whose jurisdiction the applicant resides, specifying the countries to be visited and the duration of stay etc.
Documents Required for International Driving License:
A. Valid driving License and copies
B. 3 copies of recent pass port size photographs
C. Copies of Passport, Visa and Air ticket for verification.
D. Receipt for payment of fees of Rs.500/- + Rs.200/-.
